Will There be a Mandate Plus Added to the Individual Mandate

There is widespread concern among experts that the individual mandate (Penalty or Tax) over the next 2 years will not be sufficient to induce the young and healthy to sign up for health insurance.  Some of the proposed “enhancements” to the individual mandate which are similar to what happens in the Medicare market.  There are two primary drivers in the Medicare Part D space which motivates Medicare beneficiaries to join a plan:  (1) late enrollment penalty and (2) annual enrollment periods.  It appears that the insurance lobby and actuaries are pushing for tougher mandates than just a $95 penalty/tax in the first year to get people motivated to join a plan.
