State Insurance commissioners met with HHS Head, Kathleen Sebelius, to mark the 6-month anniversary of PPACA.  The New York Time reports that some of the Insurance Commissioners have requested a “phase-in” of the 80% Minimum MLR regulation for individual and family health policies in the Health Care Bill to avoid disruption in the individual market.
