I was looking at the overall enrollment statistics for Medicare Advantage recently. I like to compare April 1st to April 1st of the prior year, since this represents the changes which occurs during the AEP and OEP and provides an excellent “snapshot” into what’s happening with MA enrollments. Here are some highlights:
- Overall, Medicare Advantage enrollment increased by 11.4% to 10,962,000.
- Overall Individual Enrollment grew by 10.5% to 9,020,000 (the remainder is in the “employer group” market).
- Individual Coordinated Care Plans (CCP’s) grew by 12.1% to 6,643,000.
- CCP’s (HMO’s and PPO’s) made up 73.6% of the total individual market in 2009, up slightly over prior year.
- Individual Private Fee for Service increased much less. . .only 4.8% to 1,677,000
- Regional PPO’s grew very rapidly, but off a much lower base, enrollment increased to 394,000, growing by 50% over prior year
- Overall, PDP Growth was much slower, increasing by 0.4% to 17,448,000. Most of the growth was in Employer Plans (3.4%) versus Individual Plans (0.2%).
The major trends are:
- Strong Growth in the Individual Medicare Advantage generally and in CCP’s and Regional PPO’s, in particular. This indicates a heavy bias toward network plans.
- Strong Growth in the Group Medicare Advantage market (15.7% growth to 1,942,000). Most of this growth, ironically, is in the PFFS area!
- Slow Growth in Stand Alone Part D plans indicating slow growth in Traditional Medicare members.
