Good point.  You may take 2009 applications on those who are in their &quot;Initial Coverage Election Period&quot;.  Most SEP&#039;s for a 1/1/09 effective would probably be taken in December, but in the event you had an SEP where the effective date was delayed (like someone moving service areas), you could take this as well.
